What is MTSS (Multi-Tiered System of Supports)

MTSS (Multi-Tiered System of Supports) is a comprehensive school-wide framework that provides varying levels of academic, behavioral, and social-emotional support to all students based on their individual needs.

MTSS stands for Multi-Tiered System of Supports. It is a proactive, school-wide framework that provides structured, graduated levels of support to all students based on their individual academic, behavioral, and social-emotional needs — not just those with disabilities or formal learning plans. MTSS has become the dominant framework for organizing support services in American K–12 schools.

The Three Tiers of MTSS

Tier 1 — Universal/Core Instruction

  • Applies to 100% of students
  • High-quality, evidence-based instruction delivered in the general education classroom
  • Universal screening 2–3 times per year to identify students who may need additional support
  • If core instruction is effective, approximately 80% of students should succeed at this tier

Tier 2 — Targeted/Supplemental Support

  • Applies to students who are not responding adequately to Tier 1 instruction (typically 10–15% of students)
  • Small group interventions, additional instructional time, targeted skill-building
  • Progress is monitored frequently (every 1–2 weeks)
  • Examples: guided reading groups, math intervention blocks, check-in/check-out behavioral programs

Tier 3 — Intensive/Individualized Support

  • Applies to students with the most significant needs (3–5% of students)
  • Highly individualized, intensive intervention
  • Frequent progress monitoring
  • May involve referral to special education evaluation

MTSS vs. RTI

RTI (Response to Intervention) is the predecessor to MTSS and focuses primarily on academics (especially reading). MTSS is the expanded, more comprehensive framework that includes:

  • Academic support
  • Behavioral support (through PBIS — Positive Behavioral Interventions and Supports)
  • Social-emotional learning (SEL)
  • Family and community engagement

Why MTSS Matters

  • Provides early intervention before students fall significantly behind
  • Reduces disproportionate referrals to special education
  • Uses data-driven decision making — all movement between tiers is based on progress monitoring data
  • Ensures all students receive support, not just those who qualify for formal programs
  • Aligns with IDEA 2004's allowance of RTI/MTSS data for special education identification
